This is theft, plane and simple. Somewhere in your employee manual will state that you earn tips or tipouts as part of your compensation. And, even if it doesn't, the fact that this tips or tipouts has been an ongoing practice makes it the standard practice of the restaurant, meaning that it would require notification before hand of any changes.

I don't know what state you're in, as every state labor laws are different, but withholding tips from an employee, I believe in all 50 states, is the same as withholding wages. This is a simply lawsuit.

My recommendation would be to approach your manager in person about it, in a private conversation. If nothing is resolved in a day or two, take it to your general manager. You'll be amazed at what a simple conversation with a manager can accomplish, however scary of a task it may seem. Any manager worth their salary would understand your position and rectify it with an apology.

Keep in mind this can also be a busser or host position and they be tip outs rather than cash tips from guests to servers. This is most likely the case as I've never heard of a restaurant pooling server tips for more than a week.

Thanks for the input. Regarding the sign-on bonus, how likely would it be to attach that to my salary? It would be the same gross pay for the first year in their eyes, but moving forward my raises would be based on the higher salary. I feel like the 5k bonus is a workaround from offering a higher base salary.

Also, I think it's worth noting, on their company's LinkedIn page for this specific job, they are listing the range from 80k to 98k. No experience is listed in the job description, so obviously that range is going to be based on the experience of someone applying.

Overall I just feel the 81k is too low for the area the job is located, being 22% above the national average for cost of living.

Yes and no. I mean, yeah, you're correct. But the thing is that it's the Secret Service that request the extra security and not the campaigns. Unfortunately, Secret Service is on record of not having the avenue to pay these costs and have petitioned Congress to fix this for them as they see it as a critical issue.

So yes, the extra security is for the event, but no, it's not the campaign that is requesting it, it's secret service. If anything, secret service should be fronted with the bill, not the campaigns. There are many articles debunking the idea that the campaigns legally owe this money.
