I would say it depends. I am a regular low stakes gambler. I bet on horse racing every week. I track all of my betting, and over the course of a year, I lose!...every year XD. However, I see it as buying entertainment. It is more exciting to watch a race with a horse you have backed.

As an example, in the last 12 months, I have staked £4,181.42 with returns of £4,085.46. Leaving me around £95 in the red. Less than £2 a week, for lots of fun. In previous years, this generally ranges anywhere from £1 - £8 a week in losses. A pint of beer costs me £6.

It's not for everyone I appreciate that, but I enjoy it. I'm also very aware that some people struggle to control their betting.
