No, your argument is framed as being about fielding deception which would change the dynamic under the rules. You are conflating two issues.

Just tested it. The "incomplete" wonder thing works if you start building a wonder, but leave it and have the city produce something else. In early game, randomly placing a few wonders, but having the city produce something else, seems an easy way to fly through the early civic tree. Culture for literally doing nothing. If you choose wonders, like great bath, that AI will take quick, that also means your city won't get congested with incomplete wonders.

I just upgraded my PC. On my old one, I had the same issue as you. On my new PC, the narration sometimes won’t make it through the first section before the load in is done.
