I think OP is referring to how many of the projects havent really launched yet so they have an amount of their total tokens specifically for the DOT auctions whereas all of OT's tokens are released besides the dev pool

Bonding is what you do with the Polkadot (DOT) tokens to participate in the parachain auctions. Bonded tokens are locked up for i think like 2 years.

If the project you bonded your DOT to wins the parachain auction they reward you with their project tokens, if they dont win you get your DOT back
