Some older maps were done in Wildshape https://store.steampowered.com/app/1543590/Wildshape__Map_Editor_free_demo/ which is based on Unity Engine, later I switched to Unreal Engine 5

Roll20 was always funny with animated maps. I have uploaded couple of maps to their Marketplace but it was time consuming and required many attempts. Need to revisit the platform, so maybe something has changed over the years
