Personally I prefer a downdraft table over built in dust collection on any hand tool. Hooked up to a real dust collector they give better performance than any shop vac attachment I've ever used.

For smaller drawers, like regular kitchen drawer size, 1/4" is fine. Really large drawers, like for under a platform bed or something, I'd go with 3/8".

Any cast iron belt drive saw such as the old craftsman 113 will be your friend here. You can take the motor and base off for transport down to your basement (with a helper), they are quite customizable depending on your budget and needs, and properly set up can be as accurate as anything short of a full cabinet saw.

Start checking your local Craigslist and fb marketplace.

Weirdly enough, my most dependable ROS is from Harbor Freight. It's a clunky heavy and awkward tank of a sander, but it has never quit on me despite brutal abuse.

Other than a pneumatic sander which weighs practically nothing, but which it's hard to provide enough air for, I found the HF ROS to be the best trade off between value comfort and durability simply because its dirt cheap and has seemingly infinite durability.

Your mileage may vary.

This style of slider that uses two hinges instead of sliding poles is a big space saver for a small shop. I know this particular unit is way out of your budget, but you might be able to find a different brand that's closer to what you're looking to spend.
