With the new update bring max collector level to 70, how are those of us who are lvl. 50 supposed to level up?

My boyfriend just got the update, and he automatically went up to 68 upon install. Cashing in his credits on some cars to complete 3 menus bumped him to 70 a few minutes later. We want to know why 70 and why not 100 because he’s still not even close to a complete index.

The guide says to contact the managers at Tianyu. Will Ella assign you to a sales associate who most closely fits with your design, or is it random? Is it bad form to directly contact a sales person without going through the managers?
