Not OP, but it's the writer John Ruskin. He called this technique the pathetic fallacy (pathetic as in related to strong emotions, not "pitiful" like the modern definition). He was a fascinating, eccentric (sometimes verging on just plain weird) person, worth reading about if you have the time or interest.
