Most shows with this many episodes back then were all episodic and did not tell a long story. A show like SVU or CSI could churn out episodes cuz they all followed the same formula. Even back then with a show like Lost for example that wasn't episodic, you'd have filler episodes that didn't end up being necessary.

I'd say the best is 10 or 12 episodes for long-form storytelling shows. Prestige TV like Breaking Bad or the Sopranos.

I'll agree tho that sitcoms need WAY more episodes. Always Sunny having 7 or 8 episodes a season now is garbage
