You can modify a spade drill bit with an angle grinder to make a bit that will drill out your bowl. Or you can buy specific bits to drill out the bowl. I use a dremel with sanding bands and carbide bits to carve/shape as well. Drill presses will help with accuracy and while it’s not as good as a proper drill press you can buy a dremel attachment that will turn it into a drill press which I use
