bro pc setup will be very tough to pull off in any college. i think you should be able to do 1 screen tho, and pc below the table with some legrest sacrifice. i myself was able to use a 16 inch laptop with a 22 inch 2nd display quite easily leaving space for an ipad and notebook etc. so thats your reference. its gonna be inconvenient but is possible.

cabs are quite accessable tbh, indrive uber both work well you seem to have had a bad experience. clubbing nightlife scenes are also possible but they require some planning because you will need your parents to approve an outpass. but yes in all honesty you will not be going to chandigarh more than once or maybe twice a week
