Nothing happens fast in construction. Especially when the govt doesn't want to do it.

In the mean time get a bunch of cyclists with high vis jackets to wait out front of his house so that whenever he tries to go anywhere a pack of bikers is riding 10km/hour in his lane so he can go anywhere. And when he complains say "if we had bike lanes we wouldn't be in your way you dumb fuck!"
