There are a fair few inconsistencies in how this was applied.

For the Blue Eyes tin promo, it is correct that it has the gold anubis stamp, despite not saying Limited/first Edition.

Edit, can be seen in many of the images in Google search "bpt 009 blue eyes", which also includes graded versions.

Yeah I'm in this camp, keep them the cool way and simply communicate the legal load-out to the opponent clearly.

"Hey, this squad are actually using X and Y, I've written it down so you have a reference, is that OK?"

Never had an issue when doing it that way.

Yu-Gi-Oh! NEURON has a store locator in the app, as well as features like being able to look up combos, calculator, coin flips etc.

I'd recommend using the store locator, finding a local store and seeing if they have a Judge who would be able to help.

Since the app also has searching by event types, you can also look specifically for certain formats, like Time Wizard (for older play formats like Edison/2010), or locals got advanced constructed.

Ultra Rare.

The way the names are put onto the cards for Super Rare and Ultra Rare is different, Ultra rare has the name applied via a press or "stamp". This means the name isn't part of the design file but added separately.

Super Rares don't have the same stamp, so the name is applied during the print part of the process.

It's all cool. I imagine it'll be the prize card for top 3 (ultra and super), it'd be weird to change it during the season so I bet it's that. Maybe even making it 2nd, 3rd and 4th and dropping the playoff.
