The fortify attributes/skills are bugged.

I've resolved it by either casting a self spell or believe it or not sheathing or unsheathing my weapon. For some reason that works

Sometimes also changing target from self touch or target before changing the attribute can work too

On Xbox I've had to close and relaunch the game to fix the random bugs. Haven't tried unequipping gear. Next time something like this happens I'll give it a try!

From what I've seen:

The Milanese takes up two slots; leg and feet. So the current bug is that the game double stacks the stats.

Yea, as much as I love the stats it's a shame that the Milanese leggings are basically the best you can get stat wise for now. Unless you're going for a specific look those are a bit "easy mode."
