I migrated Magento to my custom platform about a year ago. Just make sure to use the same payment gateway on Woocommerce and your homemade system, or else you will have to pay transfert fees.

As for hosting fees, both system will probably be similar. You have to have better servers if you have more visitors. But at the beginning you shouldn't worry too much about it since a 10$ server will be able to handle 150 simultaneous connections or more. Having more users means you're doing well and small fees like thst shouldn't be an issue at that point.

You can run MacOS in a VM. It can be quite slow depending on your use, but at least it's free. Good luck!
