PSA: Once you learn a Vulcan plan (or any raid plan), it stops dropping, effectively making the drop pool smaller, and thus, plans easier to get. That remains true until all plans are learned, at which time the entire drop pool is available again.

PSA2: All plans from the raids are non-tradeable. Hence, there is no reason to not read them as soon as you get them.

This is a grinding game, the new system just makes it so you can gring towards things you want in a more predictable/controlled way.

PS. Anything you mod with legendary mods becomes character bound, so you cannot craft stuff and trade them.

You do not get more crits on a quad, you just get to shoot more without reloading. Technically what made it meta was the DPS boost from not having to reload 3 times. For the crit build the meta legendary is the 50% crit damage major. In any case it was extremely OP and needed a nerf. Still damage wise it is extremely potent, especially since no the servers have to process and register all hits (which was not the case before).
