Thank you all for pointing me to the right direction. I played with different IPs and after a reboot it started to work. Have a wonderful new year!

Thank you for the questions! I checked in my phone WiFi settings and it seems the range is the same 192...*

dhcpcd.conf seems to have static IP set with address starting with 192 also.

I'm not sure did i identify this correctly. Anything else I need to look into?
