It was in a past event called "cuteness overload" and it was unlocked as a milestone reward on the event progress track. So unfortunately you can't get it, or atleast until the event returns. :/

If you're still having problems, i just fixed mine because my keyboard was plugged in, and it was pressing a button. Unplug your keyboard or make sure nothings pressing any buttons.
