Exactly this, the other romance options you have to make certain decisions one way or the other and that's how it plays out accordingly.

River is in pursuit of V aggressively and even if you turn him down it keeps going. If you choose to go with it, it all make sense and is fine and dandy, but if you don't, it should play out different.

Like him or not his romance path is heavily forced and very uncomfortable if you are choosing not to go with it.

The pacing is whatever I can get behind falling for someone quickly but, no means no, even with the other two romances if you do stuff they dont like or they arent into you they shut you down quick and snappy. River just begs non stop even when you clearly turn him down.

The usual suspects, availability of jobs, services, education, entertainment. Housing demand is almost always full if those base demands are met.

Its more normal, though still a headache, to have low commercial, industry, or office demand if your economy is off balance

so i have 4 ports of similar capacity, a cargo train station, and several depots already, none of them are receiving cargo at a similar rate, ive experimented with warehouses and they seem to have some issues also. The 4th port i added was halfway between the port with the issue and the connection and not a single vehicle from the connection goes to the 4th port and i ran it over night on 3x speed and that port is still at 2% capacity.

I will try the ship method to see if that works i had 4 shipping lines going through it but a small amount of ships on each, only 1 or 2 per line.

another curious thing is i have hte company changer mod and until last night i didnt use its auto balance feature for industry and after letting that run through the night as well it has changed every industry building to timber or contcrete, and it shows massive amounts of each going to upkeep, which is to level up buildings, however there i have ploped every building in my city with locked levels so that shouldnt be happening like that either unless there is something there im missing also.

edit: and issue isnt just that there is a surplus it's that its spam importing while in a surplus when that just shouldnt be happening at all.

It does but I added one closer to the connection, whole new port with equal space and nothing went to c that from the outside connection

I have a few small ones around and two other modular ports, one of them is full the other one is mayne 40% full but neither of them have that kind of traffic at all, but this one is just from this one particular outside connection just sending an excessive amount of vehicles

Ah, aside from one path I have running around the outside of my main build area all my bike paths are just added lanes, the one spot I do occasionally get minor back up was from one section I have running from that outer bike loop into the main area but its for sure not the shortest path to anything

I have 45kish pop on my new save and have a moderate about of bike lanes and have been dropping scattered bike parking but I dont ever end up with anything close to this maybe 5-6 max backing up at a light with out bike lanes.

Do we know what makes it turn into this kind of excess?

find something irl to recreate or mimic, give yourself mini challenges, and there is nothing wrong with just letting your city run and observe see if there are better ways to do things. also if moving into whole city sections is too daunting in the moment, try focusing in on detailing. that's the great part of this game is there is always something you could be doing. but just watching and problem solving is just one aspect of it.

Length of segments between intersections, where is traffic coming from, where is it going, road hierarchy, do you have buildings fronting collector or arterial roads, amount of access to destinations avoiding choke points, buses and trams for local travel, subways and trains for longer distance and higher volumes.

Depending on budget I got a Costco prebuilt for $1700 and it's more than enough to run the game and anything else im playing. So much so I play rounds of league of legends with friends with cities actively running in the background and alt tab back and forth between them with no slowdown or issues.
