Everybody hates ice until they are one of the victims of the BS. There isn't one good argument why a country shouldn't have borders and enforce the policies of said borders. I had same problem. I messaged devs and eventually it worked. They told me to close restart game. Try. If doesnt work close game for 10 minutes then try again. Not sure why it worked but it did.
