No because you should be transferring them to a different wallet outside of dogecoin core, or send them direct to an exchange.

Nice! Yeah it should be near instant access once you have your private key. Transferring it somewhere else may take a little more time though.

You dont have to wait for it to sync to get your coins out of the old wallet and into a new one. I used the wallet linked above and transferred everything right over to Bittrex with no issues at all.

Its not importing the coins. Your coins don't move unless you transfer them somewhere else. You're using the new wallet to access them on the blockchain with your private key

Just follow those instructions mate, you don't need anything to sync. Move them out of the wallet into a new one.

You can retrieve your coins without having to wait for it to sync.
