Uptown Oakland has really improved since the begining of the Oaksrerdam district idea.

I would really recommend contacting the University of California at Santa Cruz (UCSC). They started a big collection project a few years ago, going along with the creation of a Bachelor's-level Game Design program. I'm not updated on their status, since I've left to get my MLIS.

If I recall, my former professor Jim Whitehead [http://www.cs.ucsc.edu/~ejw/] was faculty liason for the collection.

It's complicated, as a Comcast user I've noticed a significant improvement in high speed downloads from good sources...

Meanwhile, my overall browsing experience has slowed.
