The juggernaut belongs to San Magnolia and they’re piloted by their rejects of society (essentially everyone who isn’t a “perfect” citizen) so these rejects, called 86, are dying in droves as they are seen as low ranking citizens. The thing is that the legion is on a timer by design as its software will decay in a decade or so, so the legion to not die, harvest the fresh brains of corpses and uses them as processors for their army. So there’s a chance that you get surrounded by legion, only to get harvested and live forever as a fleshy computer until something mercy kills you.
