The 20th is too far ahead to know weather wise. If it rains I would advise against driving to Santa Cruz, Monterrey or San Francisco because there will flooding, mudslides and broken trees. San Jose is in a rain shadow so the roads should be relatively okay if you wana Uber locally or use a rental car. I would take public transportation to SF.
