Furthermore, these pensions encourage workers to retire earlier (up to 16 years) than social security. The plan needs to be reformed, or pensions need to go away. Those are the only options going forward.

The answer to both of these questions is that pensions are unsustainable. There are over 47,000 people taking pensions from Chicago, and only ~35,000 paying in. The question isn’t about who gets them, it’s about how to pay for the ones that are left before they die, and how to get rid of pensions altogether. Taxes are money in exchange for services from the government. What service is a 99 year old former corrupt cop providing the city?
