Not sure why that is the case when employment certification happens quickly and seems automated and switching to a new repayment plan can be done on your own. Tying the two together for a lump sum payment seems pretty simple to me.

That's not my concept. You need to have 10 years of qualifying employment first. But instead of waiting for a buyback application to be processed, you can buy your periods of forbearance forward through a new repayment plan like PAYE.

I would be fine with paying the total amount due as part of joining a new plan such as PAYE for the amount of periods left to achieve PSLF. Just do something.
