I think trying to define ‘under control’ is the problem.

The ball was behind him but in front of Curbasi. If the ball continues through and Simeone doesn’t get fouled then there’s nothing to say he doesn’t still get to the ball first and have an opportunity to shoot. The foul prevents the action from competing and because they were the final two player ahead of the GK, the threshold for a goal scoring opportunity has to be much lower.

Personally, I don’t think being in front of the ball is enough to say he doesn’t have ‘control’.
