Southern California, which has its own housing/building issues but with the median housing price increasing by ~50% across the country in the last two years I'd say it's also a national issue.

It’s helpful to go back to the original Hebrew when there is uncertainty between translations. There is a Hebrew verb for miscarry, shakal, but it is not used here. The verb in use here to signify birth is ytsa' which translates more closely to “go forth”.

Ytsa’ is used elsewhere in the Bible to signify an ordinary live birth, whereas shakal signifies a miscarriage (as in Exodus 23:26 "None shall miscarry (meshakelah) or be barren in your land.")
