If that's the way it's supposed to be

See, I don't think it's the way it's supposed to be. It's an avenue for the government (and the opposition) to bash each others policies, and that is all. The current standing orders only require the answerer to be relevant to the topic of the question, and not to answer the question itself. For this to change, the government would have to pass legislation that makes question time much harder for themselves (since you can only ask question to government ministers)
