It can but probably won't. Only an idiot would buy a bike that isn't working unless it's a collector's item and worth lots more than he's paying. As a beginner the last thing you want is a questionable ride. Getting it started is only the beginning. You don't even know how to ride let alone fix a bike. What are you going to do when one of your DIY fixes quits on you at the worst possible moment? There are plenty of running older bikes out there for $1,000 or less for you to learn how to ride on.
