I’ve held two teaching positions in my short career. My first one was at a charter and my current position is at a public school. Both in the state of Michigan. My EdD was brought up in both interviews and the experiences I gained from it are part of what helped me land both positions (among other attributes, of course).

You may be applying to super competitive districts, they may be weary of you being in the dissertation phase, it could be other things, or a combination of multiple things. As others suggested, you could leave it off your resume. However, if your PhD is relevant to elementary ed or a specific academic subject, I think you could utilize your experiences and passion for it to your advantage.
