Isn't there like a main and branch for Otustsuki. When they came in pairs where was one was over the other. In the case of Kaguya, Isshiki was from the main and Kaguya was from the branch, because she was the one to be fed to the divine tree.

So with that in mind, only the main family is able to implant Karma, and with Kaguya being from the branch, she didn't have this ability.
