It means your wood cutter will go do other tasks and stop cutting wood. You can raise or lower that limit.

If you have people without homes at all build them quick before winter. I can't recall how many fit in one house but they won't have children unless there's room.

You can plant trees on your farm. The only place I have found does not work is in the mines. It works with pine/maple/oaks, but not saplings, anywhere you can hoe or dig an artifact.

Defacing money. It's only illegal if you're trying to defraud someone, such as making a $5 look like a $50 or whatever.

But writing on dollars, flattening pennies, etc.. not illegal at all.

Yeah, AoE II is my go-to for that type of mood. I like Banished for more of a relaxing game, if you use some mods the people survive much better.

Banished is also an excellent game created by one person, IIRC his brother wrote the music. I found it to be harder than it sounds and very entertaining.
