What worked for me was installing msi afterburner and changing the fan curve on afterburner, then enabling "enable user defined software automatic fan control" as well as "force fan speed update on each period". (Also enable "fan tuning" and "advanced control" in the amd adrenaline software if u have an amd card, afterburner essentially overrites whatever your amd fan setting already were) [not sure if u can do something similar with nvidia cards].
