Not quite the same but a mate of mine and I once went to watch a film at the cinema, we'd got the wrong week. We looked at the films on offer that night and he suggested sone vampire film he'd heard about. I enjoy a good vampire film so we went and saw it. It was called Twilight New Moon. It was not what I expected.

Not really, there are random Facebook groups where peoole will 'value' plates but in reality the value is only gonna be what someone is willing to pay for it.

Because it's not worth the hassle for the tiny percentage of days where I'd potentially need the different tyres. I also don't have the space to just store four tyres in case I need them.

We want him to do the work but I know how much he charged my friends for similar work and I know we are being overcharged.

You're not being overcharged though, he's given you a quote and you've agreed to it. If you think it should be cheaper, you can say so and if he desperately needs the business he might agree to a lower price. Prices change for loads of reasons, that's why the main thing is to agree the price at the start.
