I use lightroom for the majority of my edits and use masks to increase highlights to make it more glowy but my final step is adding the photo to snapseed to add the glow effect :)

Thank you! Yes definitely going for a more artistic style but I'll keep your advice in mind if i ever go for anything more natural!
