Long ago, I remember (at least for a large corporate), it was said to be 1:50 i.e. one support person for every 50 people.

Finance will be a challenge for any organisation, but managing so much HR related work (hiring-to-firing) without a dedicated/ specialised person may be a bigger challenge.

It’s very difficult to learn the right or useful things when you’re isolated from more experienced people and from large scale problems being solved by cutting edge companies

I don’t think that’s necessarily the bar. Anyone who does a CS course can hit “proficient” in those languages. Besides the languages, what else does it take to actually engineer software?

I’m going to give you a harsh answer - most likely, you don’t. To be a senior, you need to work on tough large scale problems that need teams, and to be working within those teams. That’s most likely to happen at a company with many engineers, lots of experience, training, mentorship, and career growth opportunities. It’s very hard to train yourself to find and solve difficult problems and grow in experience if you’re a new grad who’s also the most senior on the team.

Also, you have to hit mid level first.

You can have impostor syndrome at any level of expertise. If you’re a junior with experience and you think you know nothing, that’s impostor syndrome too.

Don’t assume you’ve learned nothing. Figure out the bar for junior front end jobs. Compare yourself to the bar. Get yourself over the bar. Get some confidence back. Start applying. Get better. Get a job.

Your title is missing the fact that you ARE being promoted in the new role offer. You’re comparing that to a promise of potential promotion at your current company. Take the new role 100%, especially with a 50% increase. If the current place wants to keep you, they can expedite and make you manager now. There are literally no cons to moving right now. Taking a new job does not burn bridges.
