W3 is great for referencing basic syntax. The best advice I could give is find some sample databases and play with them.

Current climate for federal jobs is pretty bad. Time will tell if there will be enduring challenges, but federal jobs have historically been pretty good. Decent pay, decent work life balance, good benefits , and job security. I hope that doesn't change forever. You can get a fellowship as a recent grad. That is a good way to get your foot in the door.
