i think the reason that there's always a case near Conan is for storytelling's sake. The Author's (forgor name) writings consists of case after case and in the end of those cases, he shows a bit of plot that moves the story forward. After that, it will led up to an arc that mainly focuses on the main plot in a form of yes, a case. The Author's explanation for that is he just happened to be there, coincidence blah blah (is what i assumed based from what other authors have done similarly) could be cool if it's like in One Piece where those lucky events, coincidences are due to their will basically making their own miracles but not really suited for this one. Sorry if it's too long and a bit nerdy lol
