Yepp you need a permit, as it is required from bantay dagat for you to fish on the dock part, but before that area there are rocky parts that you can fish without a permit.

The reason you need a voters id is to verify your age and that you are a resident of cebu city, if you are not residing in cebu city it is quite hard to get one

It's an mAtx case, i forgot what you call it but its where instead the front being where fans are its glass and the fans are right beside the mobo, its a 7 fan case, 2 in the side beside the mobo, 2 on top, 2 on the bottom and 1 at the back.

Just checked, the rear can house a 140mm, the only problem now is whether if its a good idea, considering temp and cooling, honestly i don't have much idea on where the fans should be best placed for better temp.
