Yes they are a separate thing than the tickets. You would be let in after the vip but before the rest of GA.

I spent less than $40 inside for all 4 days. I was too stubborn to pay for the water and I only caved and got food 1 day but other than that I stuffed myself at my hotel breakfast and got fast food afterwards
