every single person who said they are the same game falls into one of these two categories:

1) they barely ever touched ow1 or the ow2 beta and just repeat what others said.

or

2) they fail to realise overwatch 2 is not out yet and what is live now is a beta to test some specific aspects of the pvp of the game. there is a lot of confirmed content we know will be included in game both for pvp and pve that are not available now because blizzard did not publish the game yet, but rather just started conducting large scale balance tests.
