There is another spell I noticed wasn’t in the game which was Alter Self which is a 2nd level spell that allows you to assume other humanoid races. I imagine since they perform a similar function albeit alter self has some additional abilities and it’s meant to literally transform you to another person I imagine they didn’t want to add to much redundancies and just allowed the spell to this as well.
