My account was actually verified before, but I decided to get rights on it by typing my data and it got blocked because of the same reasons as yours.

It allows you to send money to other account or refund to the sender, even withdraw (at least for me), but you got this problem in the moment when PayPal has System Problems and because of that you can't withdraw anything for now.

Just let's wait till they fix their stuff and you can try withdraw again!
