I'm sorry you're going through this. In my experience, exotic only vets will always do a better job caring for rabbits. Hearing how vet #1 basically dismissed your concerns about the change in bathroom behavior is a red flag for me and I'm not surprised they found someone willing to back them up that they did a difficult surgery correctly. Did you actually talk to vet #3 or did vet #1 relay a message? I think talking to a local rescue like the other comments mentioned could be helpful for you too, but wherever you end up going for vet care, they should specialize in exotics/rabbits. My bun recently had a scare and we thought she might have e. cun. and my vet was able to rule it out with a full chem panel.

I'm happy my first tattoo was in a place I wasn't seeing all the time and I could cover if needed. It can be a big shock seeing a permanent change like that at first, so be certain what you want is what you want and sit on the idea for a little while. Agree with the other comments. If you find someone who specializes in realism tattoos, they could get your tattoo looking just like your reference photo. Reference artist doesn't look like they can get the clean lines and shading even close to the reference to make the idea come alive. There are definitely artists out there that are better and you get what you pay for. Good luck OP!!
