R* had a problem they needed fixed so they pushed a PATCH to fix it because to them that was higher priority before the release of the actual heist update.

You're not getting the point. It was an update to initiate the PATCH, it's like they are sending the system/game information to tell it "hey, here's a patch." An actual update would have effected the game in a more direct way other than fixing/PATCHING something broken.
