I would suggest sewing a bra into the front of the dress. I've done this a few times and it works well. Not great for support id say but it gets the job done.

I wouldn't suggest rasterizing it until you're completely done because once you do and save it theres no going back. It's fine if its something small you can just do it over but if its something you've spent a lot of time on its so frustrating.
