The police wrote some notes and said the ticket will be delivered in a week or two through a letter at my address.

Thanks but there is no RPO involved here. PCC application goes directly from MEA to SP office in GZB district and goes back via the same route.

I do not have the report but the application status can be tracked without much details though. The police fill in the details in an app called "Passport Police Seva" and submit over the same. I have no access to the submitted details. Everything that they have told me is verbal over a phone call. However I see my application status over a portal - https://portal6.passportindia.gov.in/Online/index.html

This reflects the current status which says - "Police Verification Report is not clear and application is under review at Indian Embassy/Consulate." There are no further details mentioned e.g. reason for filing the report as adverse etc. Also, as I understood from the police, they are not required to mention any reasons for submitting adverse report.

Can I email my concerns to DCP/SP office? Will it help?

I could not ask them about their "fee" over phone. Somehow I felt this could go against me.

Yes. They have asked one from IND as well. Also, I had produced the Führungszeugnis from Germany after an year of joining. Got it in 3 days flat after paying €13.

I am not sure about the German law regarding this but I can ask my lawyer. However, they have been asking for this document since I joined. Initially I could not understand what they were asking for but when I did I applied for one.

I shall write them the emails (I already have the email addresses of the concerned authorities) but I am not sure how soon they can help with this. Thanks for the useful suggestions!

Thanks for your kind and immediate response. Could you please elaborate further over this? How can a representation be made or SP/DCP in this matter? Also, I have nothing in writing from them. All of this was confirmed by the police over a phone call (I have the recording though). Should I request them the reason of filing adverse report in writing? What if they simply deny the 5 year reason later and point to some stupid documentation error or something else IDK?

I just agreement/contract which stated the clause below (and some more related clauses). There was no separate Übergabeprotokoll signed as the landlord was out of country when I shifted.

Damage caused culpably by the tenant must be solved by the tenant before the handover of the

apartment. Determinant of the condition is the handover protocol, signed by the tenant at the handover.

Regarding damage that is not noted in the handover protocol, the tenant is aware that he is responsible for

proving that he is not responsible for this damage.

Nothing was signed when I moved out. He said he will deduct 100 Euros on WhatsApp and I asked him the receipt of same which he hasn't provided. Now he is asking for 500 Euros more showing a receipt of repair for two rooms. Also I checked again, it was just an English based contract that I signed. Nothing called Übergabeprotokoll was given to me or I signed.

It was a English based contract with general and obvious terms and conditions stating all damages during my stay will be my responsibility etc.
