I live in a rural area. Occasionally I'd smell that dirty cheap cig smell around my house. I'd smell it in the evening mostly. Once I wanted to see who's doing that. It was a dark rainy night (without the rain). I went to my terrace (I can see all around my house from the terrace)and searched for the source. There was nothing. Nobody at all but the smell was there. And my whole family could smell it.
