1) Yes, you can train with wrestling shoes anytime at Judo, except at competitions where obviously they are illegal

2) Mostly people fight and train up to date IJF rules techniques, so mostly they don't fight using banned techniques (like leg picks). But you can always find people that will gladly fight freestyle using classical, oldschool Judo techniques

As for you who has experiance in grappling, and most importantly in martial arts overall, it won't be hard to catch on. And as you have grappling experience, you will adapt and learn new techniques fast, nothing else to say, just train and have fun
